BMW M6 unidentified paint defect

All,
I am currently working on 07 BMW M6 in Sapphire Black Metallic and the attached picture shows what appears to be a REALLY poor paint job on the deck lid. The paint has a 'texture' to it that seems to match the defect; however, it appears to be under the clear. Can anyone give me any ideas on what could have caused this? I know if it's under the clear it's hopeless but I would like to be able to give my customer some answers as he bought the car used. I am extremely leery of wetsanding since it does appear to be a bad paint job. Any insight would be appreciated.

Hard to tell by pictures, but looks like poor bondo work. Body guy must have put it on thick and not sanded it down fully.

Where on the car is this?
 
Kind of hard to tell in the pic but it looks like poor body work. Sanding may or may not fix it... I would talk to the client first and explain that you might be able to fix it but that there is no way to know what it under there and intensive sanding could expose all sorts of fun stuff.

It's on the trunk. It's the only place like it on the entire car.

Thanks for the reply and your fear is my fear exactly. Without really knowing what was done in the past it could get ugly quick.
 
Poor prep work. During the scuffing of the old paint, the technician over sanded it and simply painted it rather than actually leveling it out

Thanks BMWStephen-I appreciate your response. It's a shame I can't do something for him because the rest of the car is turning out quite nicely.
