Bubbled Paint - Anyone seen anything like this

My cousin just bought a used '95 Mercedes C230. I call it his Sheik Mobile! It's a giant swirled out mess with it being a black car and all. There are one or two spots around the car that have what looked like bubbled paint. Almost like the paint surface got too hot or something. Its very weird. So I decided to hit up the forum to see if anyone knew what might have caused this. I plan on doing the car soon with the Megs MF system. Obviously I can't fix these spots....but wanted to get everyone's opinion.

Looks like good old fashion rust to me.
 
I didn't think Rust could make the paint bubble like that.

Rust is like cancer, it spreads and doesn't like to let go. Just when you thing you got rid of it, it'll come back. As the rust oxidizes, the metal is breaking down and swells underneath the paint causing it to bubble.
