California and texas compliance

For those of you that have a brick and mortor shop, how do you comply with the epa and the storm drainage? Do you have a reclaim system or do you use waterless eco wash or a mat and vac it up? If you vac it up where do you discharge it at? Im trying to figure out an operation wasting as little money and risk as possible.

How good are the eco washes liek Chemical guys eco wash or meguiars waterless wash?
 
I usually just dispose of everything along with my anti-freeze and oil in the creek behind my house haha but on a serious note, I've seen some guys that vacuum it into a holding tank for waste water. But I have no idea where they take it after that :(

They probally take it around the corner and drain it down the sewer system ;)

I know of a guy in California who uses waste (wash) water to water outdoor plants around the house
 
I know by me they use reclaimed water to water all the city plants. There are signs everywhere saying don't drink the water.

One shop I worked at had an out door wash "hole". It was basically a steel grate over a whole which had 2 other holes with covers on them. When you washed/steam cleaned trucks/forklifts/whatever all the water was required to go into the grated hole. All the sludge and heavy stuff (including a lot of tools) would sink to the bottom and about every 3-4 years we would have a vac truck come and suck out the muck. The water would stay there and it would go through the other 2 holes which would filter it and then drain out in to the city drains. We had to keep an eye on the PH level all the time and add baking soda to keep it in check. The CA water people would come out at least 3 times a year and do "suprise" checks of the levels of the water and either yell at us a few times or give us an "Atta Boy" and leave. All water HAD to go through that 1st cover and could not go anywhere near the other 2.
