This is false. Depth of field comes from and changes with the aperature or f-stop setting. Shallow DOF is not a bad thing either, if that is the result of the picture you are wanting to take. Like someone else said, you need to learn how to use it what each function does and how to use it to get the results one wants in the end.

DOF is also affected by the sensor size - a DSLR will produce much better bokeh due to it's larger sensor.

So while a common kit lens may not differ much from a P&S in terms of max aperture (say somewhere around f/5), the DSLR will appear to have a much more "out of focus" background effect. However I often shoot at f/5.6 when taking photos during my detailing process, so I would imagine both a P&S and DSLR (in auto) would look fine in terms of DOF.
