I've seen more than one person do that. I've also seen people scrub down the area below the gas filler when it spills out a bit. Then back in the water it goes.

saw something similar last night... Was at the gas pump, the guy next to me was using the squeegee as a brillo pad, trying to remove all the bugs from the front end of his truck... Once he was satisfied, and without hesitation he went directly to the windshield with the squeegee! I could only imagine what that glass looked like!
