Carbon fiber defect?

Can anyone tell me what I am looking at? The cloudiness is not on the surface of the clear coat at all. This carbon fiber piece was made using the prepeg dry carbon method and subsequently clear coated. The defect is only visible under certain lightening and is not seen when the light source is shined like you are checking your painted defect.

I've seen that before on CF. It's from the manufacturing process/prep, or lack thereof in those areas. I'm not a CF manufacturer by any means, but it appears as if the layers/adhesive in those areas was too heavy or wasn't cured enough prior to getting cleared.

Or too thin of an adhesive process as to trap air?

I'm just guessing about this, but I have seen this a million times in fiberglass construction.

Adhesive from the prepeg carbon fiber?

Anyway I wet sanded the area with 800 grit to 2500 and the cloudiness is certainly gone. But from a certain angle one can still see a faint discrepancy of the depth of the clear coat.

Yeah, from the prepreg process. That's what I was thinking.
