I can’t see the picture real good but it looks like black paint showing through the silver. That or it’s just where brake dust has stayed on the wheels for months at a time over the years. Unfortunately I can’t really see the picture. What kind of car, what year?

This is what my older Toyota rims look like in places and have seen similar on other vehicles.

2016 Cadillac Escalade. CPO vehicle, I told him to take it back to the dealer. It should be covered.
 
I'd say it's the primer underneath the finish on the wheels coming through, bad prep job in the finishing process, maybe something got on the wheels and it got covered up.

I go along with the primer showing through crowd. You may be able to feel this with your bare hand. The chrome part should feel higher.
 
Looks like brake dust build up to me from what I can see. Especially in that area. I see this often. Looks like a job for Wheel Brightner!
 
Could it be some overspray from a tire dressing or tire foam? That then the break dust and other gunk has bonded to. Hard to see on the picture alone if it's topical or underneath. In the wheels open corner to the tire it seems to be a break dust build up. Maybe Brown Royal and they looking new again :)
 
I think he said something about these type of wheels may have a defect.. I’ll try to provide an update when he talks go the dealer.
