Second, I don't know, that's tricky. IF I did use a clay bar, I'd use a very very fine grade. Try a very good wheel cleaner first that's safe of Chrome.

and if you do end up using clay...make sure it is well lubricated so you dont dull it....just a tip..dont wanna scuff it

Well I tried the clay bar and I dont think any of it came off I dont know what it is it looks like little black spots all over parts of my brush guard

I've used clay on many chrome wheels and other chrome pieces with no problem...just remember to use plenty of clay lube. Just to be on the safe side, though I'd try in an inconspicuous spot first.

Duh! I can't believe I forgot this product: Duragloss Aluminum Polish (AP) #870
Duragloss #870 Whoever said Never-Dull, this reminded me of DG. I've never used Never-Dull but it seems to be a very similar product. The DG version I listed works GREAT. I've used it on a chrome intake with lots of oil stains and a chrome exhaust tip which worked and turned out wonderfully.

First try a solvent like mineral spirits to see if it is tar or road pollutants ...if that does not remove it you may be looking at the first sign of pitting in the chrome..hopefully that is not it...but they use a base metal to chrome and sometimes its copper and sometimes nickel...and the black may be signs of oxidation of base metals....

But try the mineral spirits to see it cleans off the black spots as it may be tar or road grime

never dull does a reall nice job of taking off oxidation and so forth on brass and junk like that never tried it on chrome but i honestly dont think it will pull contaminants out.
