Also another product I just remembered you could use for tar would be WD-40. Stuff works like magic when it comes to stuff like tar.

+1 on wheel removal. (Yes, I know you said it wasn't an option but it's like having appendicitis and telling the surgeon to fix it but don't cut me.) I think it's time to learn how to remove wheels. Safety first, please.

It's almost like changing a flat, with a proper jack stand. Torqueing the wheel nuts back to specs should be done...I find 100 ft/lbs usually will suffice. As you mentioned...Safety First!

i agree with some of the guys. had the same problem and finally decided the only way to do it right was to pull the wheels and used paint thinner to remove the tar etc. from then on it was easy to wash the insides with a long brush and purple power/greased lightning. i would not use steel wool or any harsh abrasive as the scarring would show up once the insides are cleaned. hope this helps.
