Cleaning under spoilers

I've noticed that on an older car with a spoiler, dirt will collect underneath the spoiler. Even after the car has been detailed, the vibration of bouncing down the road will constantly shake little bits of dust/dirt out from underneath the spoiler, so that you end up with a halo of dirt around the bottom of the spoiler. Is there any way to loosen the spoiler and spray water between it and the car?

A power washer with decent pressure should clean it out. Try some strong compressed air before and after it dries as well. Hope this helps.
