Clear Coat failure or not??

I have a prospective customer. Asked him to send me photos of his vehicle. He says his hood is heavily oxidated. However I believe this looks like failure to me. Geeks please chime in. He doesn't want his truck polished if it is failure.

It's definitely failure. Will need stripped and resprayed. Sorry.
That is also a form of de-lam it's down to primer in spots.
