clear coat failure

I have a spot on top of the fender on my Ford Expedition that when you catch it in the right light looks like the clear is gone. It is about the size of a hand foam pad. When you rub your had across it you can barely feel it. I guess my question is can this area be spotted with clear or does the whole fender need to be re sprayed with clear?

The proper way is to feather the breached area back far enough then prep the entire fender for additional clear.
