The issue appears a little more than a head gasket, the starter is soaked in oil and there's quite a bit on the ground and engine cradle. Maybe an oil galley in the head cracked? Hopefully not the block. We will be making a 3 hour trip to pick up the car, so once it's back home we can better assess the issue.

No offense on the Neon :). It is the SRT-4 model but still a Neon.

I'm a big fan of the '88-'91 full-size GM cars

My first car was an '89 Park Avenue. Granted, that was 14 years ago, but I wish I never got rid of it. The color was Rosewood and had the vinyl top. It was mint, even with 165k miles on it.

How many miles on it when it let go? Are you modded much?
 
That "odd defect" you mentioned sure looks like a rust bubble under the paint to me.
