Covering chips on bumper trim (for lack of a better description??)

My front bumper is white, but has black trim on the very bottom portion closest to the road that is a matte black. Not really like plastic trim that goes around the wheel wells of Mazdas and Subarus, but...this different kind of rubbery black. I'll try to upload a picture.

Anyway, it's peppered with chips which makes the black look WHITE. And short of using a Sharpie to color in all the white (which I have tried!), I was wondering if there was a product that covers this kind of stuff up.

I could do regular ole black touch-up paint, but that would dry with a shine, I think...

I knew it had to be something like that.

I'm the only person that would ever notice or care, BUT IT MAKES MY SOUL HAPPY TO KNOW IT'S BEEN DONE LOL
 
It’s cheap, I’d replace it, I had same problem on a C7 Corvette, I replaced it every 18 months…
