There is powdercoat now that looks like polished aluminum, too. You can put candy colors on top as well, I think. The wheels could be made even better looking than new with a nice powder coating. Don't just see it as trying to make bad wheels look respectable again. Look at it as an upgrade.They look like the OEM wheels - paint. The backs will be very bad and only a scouring pad and household scouring stuff would get the embedded black stuff off, with hours of work.
So, good powdercoat shop...take your pick - gloss silver or black or charcoal, or satin black.

The finish appears to be too damaged to fix by cleaning alone. It might require refinishing. The best way to tell for sure is to try to clean up a really bad area about the size of your finger, and really try your best to clean it, if by sonax wheel cleaner, griots garage heavy duty wheel cleaner, or just plain elbow grease. Then you will know for sure if it is worth trying to clean ip the entire wheel, vs refinishing.
