strong desire to polish a lot of Ladas, Cuba
might be preferred over traveling to Russia.

Travel to Mexico and apply for a visa there...on your way. We met a few Americans years ago in Cancun and they just returned from Cuba, that’s how they did it!

Otherwise, any US citizen can travel to Cuba with no issue

Any US citizen can travel to Cuba unless they were born in Cuba. Then they would need a Cuban Passport as well.
