Damp car cover or mold cause paint damage. HELP please

When I bought my car from previous owner. It came with these dots on both front side fenders.

It not rust I believe. When you run your hand over the fender, it still smooth, not really smooth though compared to other section of paint and when I run my nail over , it does not catch one bit. Looks like it went in the clear coat. I was thinking it might be free sap since it might been sitting under a tree or most likely caused due to the car cover sitting on the car when damped.

I tried claying and had zero effect. Can someone please advice any solution.



 
Looks like mold/sap, try a sap remover.
 
IPA? Not sure on the ratio to distilled water for something like this. Try in a small spot and see if you get any results and then neutralize the alcohol with a waterless wash or something.

Maybe try a cleaner wax or mild compound by hand lightly,,most likely it's from what you said,, mildew from moisture trapped between the car and the paint and baked in from the sun.
 
Little update:

Clay bar and 50/50 IPA did nothing. I am waiting for my new pads to come in to do compound/polish
 
I tried all the compounds from mild to very aggressive with a polisher and did not do anything at all. might have to try wet sanding. any tips?

Take a very small amount of gas on a microfiber and gently rub across small test area. That should remove that.

To me those look like stains in the paint that no amount of polishing or wet sanding is going to remove. And your description of what you've done so far validates my thoughts. Live with it, or repaint it. Unfortunately, I think those are your only options.
 
hard to tell, but I'm thinking it's rust coming in from the backside.
 
What kind of car is it and was it ever repainted? I was going to suggest Klasse AIO, but appears polishing did nothing
