Fibers, even soft fibers are a gentle type of abrasive as they have the ability to cut the paint.
So

any fiber pad has the potential to be more aggressive, or offer more abrading power than a pad that has a uniform texture for a surface, like foam.
(Of course some foam pads can be very aggressive.)
