I can't believe I'm saying this but I agree with Flash on this one. I'm not saying throw the instructions away, but try it in different dilutions to see what works. Our water is so soft we can let black cars air dry in the summer. If I used 1oz of DG901 per gallon, it would take me a week to hose down my driveway. I use 1oz per 3 gallons and it still foams like crazy.
