Fixing Paint- Urgent!

The truck I bought a few months ago has quite a few paint blemishes, which I'm in the process of fixing. One of the biggest issues I have is that the man who had it before tried to touch up few few spots, and it looks HORRIBLE!

I want to know if there is anything I can do to remove these hideous errors. Any help or advice as how to get rid of the touch up paint so I can properly fix it would be very much appretiated!

laquer thinner will probably take it off . You may have to use a little polish afterwards if it dulls the original finish.

I would try wetsanding using 2000 or 3000 grit then finish with compound or polish.
