Flat looking spot-on tire?

3.000 Miles. One tire is being stubborn. Has been cleaned with a good strong cleaner. TWHS Foaming tire cleaner. When it comes time to dress it there is a dull looking area that just does not accept dressing. Mold release film? Never ran across this before. Ideas?

Does the texture of the rubber look any different in that area?

Maybe try some mineral spirits or Tarminator on that spot and see if it removes the (apparently) remaining mold release?

Yea. Read Tarminator works good for this. May have to pick up a can and try it.
