Friends Car got Keyed... Again.

What your seeing is two fresh key marks in my friends Infinity. He's been keyed before and just had the panels re painted. This time I convinced him to let me try something I've seen done on here were a car was keyed and the detailer blended the paint perfectly. The problem being is I cannot find the post now and I need help. Can someone give me the steps taken to do that good of a job? Thanks in advance.
 
There are a few different ways to approach this but some definite questions I need to ask.

Has this panel been repainted?
Do you have a paint gauge?
Do you know how to wet sand?

1) no it has not been repainted.
2) no I do not have a gauge.
3) yes I do know how to wet sand.
 
Anyone know where I can get a gauge and material that shows how to use it?
 
Wow $700 is allot. That's more than I paid for my extractor and steamer combined.
