Gloss overspray on a frame/porous surface

About a year and a half ago I had terrible body work done to my vehicle. There is over spray (almost an even coat) on my leaf spring and shackle. Yes, I called and complained but I didn't want that guy touching my truck for a second time. ;)

What chemical will penetrate the gloss paint and not the flat/porous black frame paint? I'm 99% sure this is too thick to clay.

It looks like they sprayed some undercoating , probably to cover up the over spray that got on the suspension from painting the exterior of the car. A common collision shop practice.

It's definitely paint as my truck is silver.

Anyone have ideas how to get the it off without penetrating the flat frame paint?
 
Try a pressure washer

Or compressed air, unless that area was sanded and prepped for paint it should come off
