Have you seen anything like this before?

Wow and Yep, guaranteed happened during transport. Cars are known to be repainted upon delivery.

I don't think the dealer will do anything, especially since it's been 2 weeks but might as well try.
 
You should have a warranty on the paint since it appears it left the dealership in that condition. I found some defects in the paint on my Chevy truck three months after I bought it and had no problem with the dealership. they ended up fixing the hood, bumper and spot repaired the fender all under warranty.
 
They are actually going to take care of it. They claim they didn't have any idea what could have caused it. Someone at that dealership knew it was in that condition!!
