Help! How do I get these spots off my wheels?!

I dont know that this was called for, and hopefully a joke.

Brake pads due often have pieces, often called the binders, come off and due to their excessive heat can attach and almost heat bond to wheels and such. Some of these binders can also be metal fragments.

I dont believe this is tar, if it was with all the chemicals being used some would pop off and some would streak as they are wiped after sitting in a pool of tar remover. It could actually be the brake pad binders ...
 
I use a plastice razor blade to knock off most of it then use a solvent to remove the rest. This works well because you open the pieces of up which is soft in side and the solvent will just melt it away.
