This vehicle was brought to me yesterday with these spots on the lower half and wheel wells, the grayish paint. Im not sure what it is but i know they do not come off. I did a wash and tried CarPro TRIX and clayed the surface but nothing..
 
Have you tried a strong dilution of APC? Almost looks like grease or oil on a porous surface.
 
test spot with prep solvent like Maxx Solv, P&S, Prep-All, etc.
 
Did you use a brush with the APC? You may need to scrub the crap out of it.
 
What material is this? If it's simulated metal - it's toast: stained or oxidized. If it's plastic, there likely is a solution.
