That appears to be clear coat failure. Unfortunately you can't fix that. The only option is getting it repainted

That looks like dirt and water spots. I wish you had taken a picture, say, from the back of the car looking forward, so we could get a different perspective on whatever it is.

Do you have any products? I'm guessing no, since you are a new member. I would suggest looking locally and getting a microfiber or terry applicator and some Meguiar's Ultimate compound. Rub that vigorously on a small spot and see if you can improve it (it will likely require a lot of elbow grease). If that works come back and update us and we'll tell you what you need from Autogeek to finish the job.

If you were to hose down the hood, does the hood look glossy again while wet? But then fade as it dries? If so then it's most likely just oxidation and can be fixed by compounding/polishing. If not, then it's most likely clear coat failure and would have to be repainted.

That's trashed, repaint is your only choice.

Preventative maintenance is the key.
