This is a picture of the factory leather wrapped steering wheel in a 2008 Honda Accord. How do I restore the color where it has rubbed off?
 
I'm going to go out on a limb, but what if you tried black shoe polish?

I'm no leather expert but to get leather a certain color I would believe it is dyed. I would talk to a upholstery shop that does leather work to see in re-dying is a possibility. The wheel pictured seems to have the outter layer of leather wore off and color repair might not be what is needed.Maybe some treatment may hide or mask the defect but a replacement may be the answer.
 
Shoe polish might work until you got your hand sweaty and rubbed your face.

Maybe try some of the Forever Black trim product, it has black dye in it but it will not replace the finish where the leather has worn thin. You might could try that over an application or two....more??? Only if the finish is ruled as unimportant.

I don't mean to be nosey, but are you buying this car for yourself or is this part of a job you bid?

Steering wheels are NOT an easy job to do unless you have time, material and the right tools, so depending on what your circumstances are, you may want to opt for something like this, in universal fit (less expensive) or custom ($duh).

I don't know if I'll get in trouble for that link or not (I'm not an agent or representative!), but that'll give you a couple of quicker choices for ideas if you need this done relatively soon and better than a cheap lace-up from the Checker Auto (no disrespect, it's just not their bag).
And be very careful that you don't accidentally deploy the airbag!

You'll have to re-dye the wheel. Check Leatherique's website.
 
You can't fix it.
Maybe a high end luggage repair shop could re-dye the worn spots but the surface finish would never match.
It should still be under warranty. Try to get the entire steering wheel replaced under warranty.
That is the type of damage that come from cleaning the wheel with 409 or some other harsh cleaner and never treating it with a leather preservative.
Or maybe the driver is very heavy and his belt buckle is grinding the finish off the wheel.
