You cant. Thats melted synthetic fiber. Not much you can do but clean it a bit very carefully.

I know it's way after the fact, but you could have tried to scrape some fabric from under the seat and glued it in. I did this years ago on an Olds Cutlass and it worked pretty good. Trick is to get lots of fabric and a glue that dries clear. I had to do 2 applications.
