I need a good OTC product for exhaust tips...

Turtle waxes chrome polish is pretty good stuff as far as OTC goes for me. Works really well IMO

What are the exhaust tips made of?

Chrome, stainless, polished aluminum, carbon fiber?

0000 steel wool and the correct metal polish is indeed best advice.

Because stainless is so hard (compared to aluminum), you'll need lots of speed on a drill to achieve good polishing with an aluminum polish.

You'll want a fairly aggressive foam as well.

I used both Mother's Mag+Alum polish along with Megs metal polish and some 000 steel wool on my stainless steel custom exhaust and it polished it up very very well. I worked by hand so it didn't produce a mirror shine, but it removed the discoloration and general tarnish.

For detailing chrome exhaust tips, my favorite go to product has been Mother's Chrome polish just because it is super easy to use and leaves a great finish without needing to use steel wool (just MF).

There are lots of great OTC choices, Mothers, Meguiars, NeverDull, Wenol....

#0000 and any kind of polish is decent IMO but you should be able to find the good stuff at marine stores.

The tips are stainless. I used 0000 steel wool and want to use something to get those fine scratches out of the finish.

"Bar Keepers Friend" (Lowes/HomeDepot) does an amazing job at getting the soot off the tips. Cheap too -- a couple bucks for a "Comet Cleanser" size can which will last. I can't remember if your tips for the '04 are similar to mine on the '06. When I switched headers I went catless and they get pretty cruddy pretty quick (imagine that!) but with the BKF and some elbow grease the black comes right off. Not sure about the fine scratches though.

To get the black, exhaust tar-like deposits off, I find a MF rag or a Q-Tip with EZ Off Oven Cleaner works real well, no get on paint, though:)

I use a metal polish/protectant called PEEK
It works great! I use it on my exhaust tips and also my cold air intake and rims. Its great stuff, and cheap too
