at the local pharmacy i found 70% and 99% alcohol.

which one should i get for my wipedown ?

do i have to dilute it ?

you can use either ... the difference in ratio is indeed water or dilution. Often times people with futher dilute up to 50/50. Results may vary, so experiment.

Doesn't matter, but cut it 50/50 to slow down the evaporation.

Some folks here do use mineral spirits and I'm sure it works. Mineral spirits tends to evaporate or flash off much slower that alcohol so be sure the surface is completely dry before proceeding to the next step.
