Is my clear coat failing?

So, I found numerous of these tiny bubbles on my car today after washing it. I tried to take them out with clay and polish but no luck. Are these clearcoat failure or just water spot that compound would take out? Any suggestions on fixing it? Feed back please

From these pictures it difficult to tell. Can you catch your finger nail on the defects? Does it feel like its on top of the paint? Did you polish by hand or machine? What year and type of car is it?
 
I will try to get some better picture when the sun is out. At first i thought those are pollen etchings and now it doesn't seems like. These bubbles only appear on the trunk and roof so it makes me think that way. I did polish polish by hand in a small area kinda like doing a test spot. It is a 99 Mercedes. Tried my best to keep it clean. Anyways...thanks!

If it is really clearcoat failure, can I just sand off the clear and reapply?
 
I cannot catch my finger nails in those defects. The surface is smooth and feel like nothing is there.

Had the same problem in my mercedes sl500. These bubbles showed on an upper part of the rear quarter pannel. I cannot catch them with my fingernail and they came up after applying wolfgang paint sealant 3.0. I do think sector was repainted at some point.

I decided to cover them with another layer of sealant. Please let me know your findings.
