Is there a diy for paint chip leveler?

I noticed in some paint chip kits they have base coat paint and a mystery chip leveler. It's used to clean up the blob/smear from filling in the chip. I'd assume it's some kind of paint thinner.

Does anyone know what can be used to level the blob and still is clear coat safe?

Lacquer thinner.

But as far as clear-coat safe goes, minimize the exposure. Use some common sense. Test in a inconspicuous area if you have any concern.
