Is there a way to fix this?

I've got a Jaguar F-Type that unfortunately had to sit for a little over a year, and in that time, it developed some paint issues. I washed and clayed it, which helped a little, but these spots are still there. I can't decide if the clear is totally gone, it's not rough to the touch, or if it's just been oxidized. Any products that might help?

Was the car covered and outside?

Those look like abrasion marks from a car cover rubbing on the paint in the wind

Do you have the means to correct or polish the areas?

you could try polishing with something white to see if it picks up paint color to see if the clear coat is gone
