Is there any hope for seatbelts

Client casually asked me to remove these spots on the seatbelt but they won’t come out. Don’t know what they’re from, he said there was mold on them when he bought the vehicle but they don’t seem like that. They are more like sharpie marks. Does anyone have a solution?

Seat Belt Cleaner & Spot Remover.
