Welcome to autogeek, you could use a small/medium size wheel woolie, a foam paint brush, or even wrap a general purpose microfiber around the end of a long handle brush, however a suggestion would be to coat your wheels in a paint coating

To your question:
I have better luck "detailing" the wheels' inner barrels by
dismounting the tire/wheel assembly from the vehicle.

I agree also, just be cautious putting them back on and torque lugs to manufactures specs.

If you don't wantremovals your wheels off the vehicle. You can simply jack it up and place jack stands underneath for support. This will give you access to the wheel barrels. It's not as easy to move around because you'll be on your back most of the time, but will be a lot quicker.
