yes you can use it on a wet car...but then you are diluting it...and chances of it streaking....not all water is the same...some are high in minerals..thus meaning AW may react different ...
look at it this way....would you put make up on a wet face..it will streak and smear...a dry face it goes on nice....gives best results....
The Chemist Bill at Dg said AW will work best on a dry surface..but will work on a wet surface but not like a dry one...giving you more of the active ingredients on the paint and not mixed with water...
