Matte decal help

No expert here as I have never dealt with your situation... But... If I were in your shoes I'd be trying some trim restorer products.
 
Looks like it is beyond repair. You could try deep cleaning it with Meguiar's M39 and then protect it. Dr. Beasley's makes some protective products for matte and there are now coatings. You could try that and see how that works out. But it looks like it may be time to replace them.

Mike Phillips has a write up on polishing matte vinyls and that works to a degree.
