Can this product be safely used on paint, such as door jambs, overspray while cleaning wheel wells, exterior trim and exposed painted surfaces under the hood when mixed at 10:1? If not, is it safe on clear coated wheels?
 
Yes.

D103 is safe on most any surface, however ALWAYS test in an inconspicuous area if you are unsure. (this goes for any product)
 
I would use D101 instead. It foams opposed to D103 which doesn't too much, but is the same otherwise. For under the hood and wheel wells, i would rather use a foaming APC to pick up the crud and help lift it away.

I buy it in 5 gallon containers for dirt cheap. Awesome product in a hot water extractor. The containers are clearly labeled with a HAZMAT "Corrosive" sticker. It marred one of the wheels on my 4Runner when I was experimenting with dilution ratios. No big deal, it polished right out, but I don't use it on customers wheels. If you don't want to take any chances, use P21S Total Auto Wash.
 
I have never had a problem using it on anything and yes its gone in the 1 gallon size. You can still buy in the 5 gallon size from some places.
