Meguiars fine cut cleaner use

What would this product be labeled as? Is it a type of finishing polish? I was cleaning out some tubs at my parents house and I found it.

Look on autogeek for their polish guide, probably comparable to a swirl remover.......only used it by hand myself, so I'm no expert.

its for a rotary. #83 is for a DA as per the chart.
