Mercury Verado Engine Cowlings

The cowlings on my 2005 Verado engines are very oxidized and I cant seem to get it out with the products and gear that I have. I have the Porter Cable Random and have used a compounding pad with 3M rubbing compound as the strongest method. Is my paint beyond restoration ? The engine cowlings are black so take a beating in the sun.
