It's used around here as a greeting between friends (country boys aka red-necks). Sort of a friendly ribbing to anyone and has nothing to do with that bald head...well, maybe ha ha. It's usually said to a guy that's funny, or that's always smilin', and/or crackin' jokes himself.

When Garry quoted my post he somehow typed, "What's that even mean, Bill?" in the blue box. He probably meant to type it underneath the blue box. Anyhow, it was in reference to my, "...he's got a head on him like a cutworm," comment.
