Need help! Black molding has defects

Doing a friends car soon, and he has black moldings around the rear side window. It looks as though the paint is peeling but it doesnt feel that way... I'll attach a picture to see if any other auto geek could help me out and figure a way to solve this issue he wants fixed.

Try claying a small section, if the defect is lessened it may just need a thorough cleaning. Poorboy's Trim Restorer would be next, especially if claying helps. :cheers:

The trim on my car looked like that when I first got it. Steve over at Poorboy's suggested straight APC on a cotton terry cloth and to rub it in vigorously then top with a few generous coatings of Trim Restorer over a course of a few days allowing it to dwell. That made my trim look new again but mine is not painted it's hard rubber.
