need help removing paint transfer

Moms car was hit in a parking lot and whom ever did it didn't leave any info. Hit and run. :mad:

I talked her out of paying to get it fixed(she has bad luck, this car has been to the body shop about 4-5 times already).

I want to preserve the paint that's left, it is chipping, but I want to avoid chipping any off trying to remove the yellow.

I tried a white pad with paint cleansing lotion and rubbing as hard as I can but it didn't take off very much. The transfer is really thick.. I could scrape off some with my finger nail.

Help me help mom you guys.

Compound on mf near where it's flaking, one or two fingers.

On the PC in areas where its not.

 
I would say Clay + Polish, could do by hand...
worked for me...

If you have a machine polisher this is what I would do.

Clay the painting transfer with clay bar lubricant. If that isn't doing the job then take a small piece of clay (say 1-inch square) and some dilluted (1:1) all-purpose cleaner. Spray the APC and clay as you normally would. If not working, go full strength. When done throw the clay away as you will destroy it; the APC will break down the clay. Then clean off the area you clayed to remove the APC.

Next get the chipped paint off with your fingers as much as possible. Then wet-sand the edges with 2000-grit to smooth them out and keep them from chipping further. Polish smooth then apply sealant.
