Any opinions on the paint's condition would be good.

What exactly are we seeing here? Is this clear coat damage? Are they still present after the cleaning? Can you feel them with your nail?

Yup that second shot is some type of clear coat failure, probably due to a bad paint job. They are small rips or tears in the clear. The only way to fix the hood is a repaint.

The first picture is some type of water spotting, which could be easy to remove if they are fresh, but if they got etched into the clear, you'll have to compound and or sand them out, which should be left for the pros.

needs refinishing .... you could likely lessen the look, but it clearly needs professional repair when possible.

Yeah budman, those types of tears/rips are on the entire car. Its factory Honda paint that hasnt been resprayed according to the previous owners. I called both of them and they hadn't had it resprayed, also checked carfax and got a full report and didn't find anything there either. ugh, i guess ill have to get the entire car resprayed to get rid of those tears. The 1st pic are just waterspots that havent been etched in yet.

My Jeep has it all over the hood as well ... simply a junk paint job from the factory.

crowsfeet, wax will actually make it look worse because it will get caught in the cracks and dry white, needs to be repainted

I have the same defect on my hood as well. I have a black 2000 civic ex. I did lots of research and received many opinions. The conclusion is the same that everyone else is giving. Clear Coat Failure. Nothing you can do about it except repaint. And yes, once I polished and waxed my car the defects showed up allot better. That darn polish works so well :(
