Thanks for the quick reply mike, I thought it may be a sander/grinder as well. With the black body on it. I figured it may just be an older model...

The label states the low RPM is 2000 and the high is 65000

These are not paint polishing speeds but grinding and sanding speeds. Flex is known for their stone grinding tools so my guess is this is some type of tool for the stonework industry.
IF you use it for paint then stay on the lowest speed setting.
Back in the old days all we had was fixed speed rotary buffers followed by 2-speed rotary buffers and the low speeds on these early tools were in the 1500 to 2000 RPM range.
Modern rotary buffers have a low RPM of 400 and now days I rarely go above 1500 RPM
