I have a bottle in front of me right now and it doesn't say that anywhere. :dunno:
I'd like to note that it also doesnt say you cant use it on wet wheels but myself and others have found it works much better on dry wheels.

Works great on VW dust, and my GTI is a break dust making machine as well, like most Germans. It works great on them, dont even need to agitate it just spray on, let it turn purple and power wash off even in pretty dirty wheels (wheel looks gray almost)
It's supposed to be used on a cool, dry wheel but it will work just fine if you choose to pre-rinse the wheel. You will get maximum performance out of the product if you use it on a dry wheel though.
This product is easily the best touch-less wheel cleaner I've ever used. As long as I've sprayed it on the area and allowed the cleaner the proper working time (3-5 minutes), rinsing off leaves a completely clean wheel.
What's cool is that the product is completely pH neutral. But I have to say, it smells absolutely disgusting. And even after rinsing the cleaner off thoroughly and washing the car, I can still smell the odor hours later when I am applying my tire shine...gross!!! Oh and it does nothing for cleaning tires since the product was formulated to work on brake dust, it just stays neon green on the tires. But it's still an amazing product.

Sonax Full Effect is as safe as P21S gel, yet is as powerfull as Megs WB. It's a must have for german cars...trust me on that one!

According to this I would say yes but I'm wondering about plastic hubcaps?

Well looking at how much you use per car is pretty low. One bottle has lasted cleaning my 4 wheels about 4-5 times and still have 1/4 bottle left. Little goes a long way.
