The clear coat is failing, you can't just sand it smooth and respray clear and it look right. It may be better and smoother and if that's what you are looking for, then you may get away with it. But realize that unless you completely strip off all the old decaying clear coat, it's just going to start flaking again and then you are really no better off. Any body shop that will stand behind their work won't try to fix failing clear coat, they will respray the entire surface with color and clear. Reason being, the color coat under the clear is very thin and easily damaged.
If you are in love with the car, which you say you're not, paint it. If it's just a means of transportation, ride and forget it. Don't waste your time and money on a futile effort.
