not sure if CC failure of just bad chip

was washing my car yesterday and noticed this nasty area on my hood right near the windshield washer nozzle, i took some pics with my cell phone to capture it the best i could, not sure if its CC failure or a bad chip. there are small little spiderweb cracks in the surrounding area im not sure i was able to capture on the phone and the paint in the area is easy to chip away with my fingernail. they are car is about 1.5 years old and still under warrenty so if it is CC failure ill try to take it back to the dealership

clearcoat failure should take longer than a year and a half, however if the factory clearcoat was too thin, you might be able to get it fixed under warranty, doesn't hurt to ask them to fix it.
 
The primer seems to be showing so without going into a deep investigation the paint is failing; not just the clear.

It seems to me you have/had more than one weak spot in that area. If there was just one weak spot the odds of you having a near-linear set of failures is much less likely.

How those weak spots were introduced is up in the air. What is the history of this panel? Is it a replacement panel, repainted or factory original? If this was introduced by clearcoat failure you will have the failure on areas close to where the chipping is occurring (where it is still white and unaffected by the peeling effects just yet). I am not sure how you can check that out with white paint though.

this is the factory original panel, from what ive read on the newer mitsubishi paint its very thin.
