Off-topic? Restoring/cleaning fluids reservoirs?

One of my cars has a discolored and weathered fluid reservoir -- these are the clear plastic reservoirs which can be for coolant, brake fluid, or washer fluid for example.

Is there an easy/convenient way to clean these up to look like new? I am not sure whether this is a proper location to ask this question...
 
Inside or outside of them ? Kinda hard to clean the insides outside usually just use a scrub brush on them and rinse...
 
Thinking of going between these two levels -- looks like pros had been able to restore these inside and out?

Since this type of PVC plastic? is pretty much resilient to anything I wonder if there are aggressive solutions (acidic?) that can work wonders...
 
As for the washer fluid, I do take 'em off every couple of years to, if anything, just to get the gunge outa them.

Brake fluid reservoirs and the like, outside only.

I would think the easiest/quickest way to clean under hood components would be steam. Of course a nice steamer doesn't always make sense for hobbiest.
